2013 Citizen Action Award
Overview of the Brave Citizens Actions Deserving of our Recognition.

On February 7, 2013, at approximately 1:45 AM, two Riverside CA Police Officers sat at a red light in their marked patrol car.  A crazed and cowardly gunman and former police office himself, Christopher Dorner, pulled alongside them from the opposite direction with a citizens vehicle between them and opened fire with a high powered assault rifle killing one officer, Michael Cain, and seriously injuring another Officer, Andrew Tachias.

As the gunman fled the scene in his vehicle, Mr. Jack Chilson whose own car was pinned between the shooters and the police vehicle, made a u-turn and followed the crazed gunman calling 911 to report his description and location without regard for his own safety thus assisting police with critical information.

At the same time, Mr. Karam Kaoud while driving his taxi also witnessed the horrific incident and immediately ran to the aid of the two ambushed officers to render whatever assistance he could.  He assisted Officer Tachias in broadcasting their officer needs help request over the radio, which some believe may have helped save the officer’s life as time was extremely critical to receive the much needed medical care from multiple gunshot wounds.

The National Association Citizens on Patrol is honored to have presented these two brave citizens with our 2013 annual Citizen Action Award and we thank Chief Sergio Diaz of the Riverside CA Police Department for joining us at our 13th annual conference, held on Saturday, October 5, 2013 in Chino Hills, CA to help honor the heroic actions of these two citizens!
